Default Timing cover bolts

I went to bolt my timing cover up to my teksid block with windsor heads and my timing cover bolts were too small for the windsor heads. By small I mean too narrow. I thought all the bolts were the same. The vortech bracket and bolts are for 2000-20004 so you would think that the bolts were the same. Did I miss something?
