Default Fuel pump driver module question.

My 1999 ford mustang GT ran out of gas one day and i refilled it and it wouldnt start up after that .. i checked the inertia switch and thats fine, i also checked the fuel injector pulse going to the injectors and thats fine. I went to another forum to check the connector to the FPDM since it threw a
p1233 code and that module is a common problem with that code. I followed a troubleshooting chart which said check two pins in the connector to the module and if it was over 10.5 volts you replace it, well it was well over that. I looked at a diagram and it showed that there was a FPDM relay in place between the power source and that module, where is the relay? i check in the usual spots but did not find it. I would like to see if it was the relay before i ordered a module.

any help is appreciated !
