There are certain codes (mostly emission control related) that will not be reset by disconnecting the battery and must be force reset using an appropriate tool.

It is also important to know that resetting the KAM will also reset the I/M (Inspection/Maintenance) monitor system and cause code P1000 to be thrown until the I/M tests are complete (click here for more about the I/M monitor). P1000 will not cause the SES lamp to light but it will be an automatic inspection fail in some states (not a problem here in Florida).

You can make your own MIL eliminators for $5 or so...

so its no longer under hard stops. if i just go to a light and stop like normal the rpms hang high around 1200, when it finally does adjust it drops to 200ish and its luck if it will keep running or not. I cant find any vacuum leaks everything is connected that i can tell. And ive replaced the tps and iac, what else effects idle. Also if im just coasting the rpms hang up around 2k, and when i come to a stop and put it in neutral to keep it from giving my brakes hell it jumps to 3k for about 10 seconds then drops down. im just lost with this now.

The shop manual indicates this could be a transmission problem, that the torque converter clutch may be hanging up and always/partially applied. The PCM learns idle air trims to counter for that and when you shift into neutral the revs rise as the excess load is suddenly released.

Here's the diag chart:

The electrical possibilities will require the Ford IDS to track down (I.e. a dealer or good transmission shop), the mechanical issues may be DIY depending on your skills...

So I figured I would just make a video of what it is doing maybe it will help narrow it down to something less expencive then a torque converter or tranny. The first video is what happens when you put it into neutral to keep form pulling forward. And the second is coming to a stop with the breaks on.

The torque converter is not releasing. This is not necessarily expensive as there are a number of potential causes that can be repaired just by pulling the pan and valve body--but it could be.

Bring it to a transmission shop and get an estimate...

BTW it's brakes, not breaks...
