Default Head Removal question

I am in the process of removing the heads on my 01 Cobra and I have removed all head bolts and the heads will not come off we have got them to loosen but they will not budge beyond that...my question is does the crank case need to be removed in order to remove the heads

I would take the front cover off completely and also check to be sure there is nothing still attached to the read of the head. Ford likes to put stuff there.
