So, the E-Brakes on 99-04 Mustangs are a common problem. When pulling your E-Brake all the way up, you're completing a circuit and basically tripping a sensor. Over time this can definitely get worn down and when the sensor goes bad, you'll just constantly have a light. I would recommend seeing how that sensor and ground look, I bet you'll find your problem there! Also, this sensor will be a cheap fix from Ford as well.
