The counties that currently do emissions testing are: Brazoria, Fort Bend, Galveston, Harris, Montgomery, Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, Tarrant, Travis, Williamson and El Paso counties.
And remember even if you're in a county that doesn't perform emissions testing they will still check your car for catalytic converters. So keep that in mind.

Yes it will. You'll be fine (with stock internals) at the 400 rwhp mark. Some guys I've heard went as far as 425 rwhp on stock internals and had no issues. Speaking from someone that's gone through three bottom ends I wouldn't chance it. The most important thing you will ever do when going FI is making sure you get a good tune. This Is one area that you cannot do any shortcuts. My 1st engine blew and I was only at 385 rwhp. So see without a good tune you're asking for a lot of headaches. GL
Can you get gears and tunes done at local shops, or is this something you'd have to take it to Ford to get done?

In terms of gears what would be ideal for a automatic car vs a manual?

I'm shooting for 400 rwhp too and unfortunately it can only be done with FI on our cars. Also you can get the gears done at a shop and if you bought the handheld tuner from american muscle they can send you a tune that fits your mods. Using the handheld tuner is pretty easy it's literally just plug and play. From what I've read in the forum 4.10 gears benefit auto trans the most but it's also great for manual cars. It seems like everyone that has a supercharger goes with 3.73 though, but I forgot the reason behind it.
