so does that also mean, the smaller the number, the more clearance there is on the backside? I'm really wondering how to keep the clearance between the rubber and fender well the same when going to a wider wheel.

Offset is measured from the center of the wheel to the mounting point. Because of this, the width of the wheel is irrelevant in terms of clearance to the fender. This does also increase backspace.

Furthermore, a wheel that is 9" wide with a +35 offset wi ll have the exact same clearance of the fender as a 10" wheel with the same offset because the distance from the mounting point on the wheel is the same.

Im sorry but this isn't true. A 9" wheel with 0 offset will have around 4.75 wheel on either side of the mounting point while a 10" wheel will have about 5.25 on either side of the mounting point. So yes offset will need to be different in most cases of wheels of different width to clear inner fender and fender well lip.

im thinking youre thinking like tracy about backspace. it keeps the same distance from the inside of the wheel to the mounting surface reguardless of wheel width.
