Default 98 4.6 2v timing help

Having trouble timing it, I have the links lined up on the crank and both cams perfect but the guide side of the chain is still loose even after i put the tensioners on and tight. what's causing this are the chains wore out or am i timing it wrong?

Did you remove the retaining pin on the tensioners after you installed the chains?
