The best bang for your buck will be a centrifugal supercharger from Vortech/Paxton or ProCharger. You will definitely want one that is intercooled.

If you want to stay naturally aspirated, your best best is heads, cams and intake manifold. The TFS heads are expensive but will make more power over ported PI heads. Add a set of long tube headers and you should have no problem making respectable power!

Expect to spend around $2200 on the TFS heads, around $700 for a set of cams, TFS intake manifold is around $875+, head gaskets, head bolts or studs (we recommend ARP), fuel injectors, fuel pump and a tune. So figure spending more than $4000. Also consider a new timing set and a new oil pump too.

Expect to spend around $5500 on a new supercharger system with either an air to air or air to water intercooler.
