I would say its either the thermo or the water pump, I had similar problem in a previous car but if it was the pump it would get hot pretty fast and you said its only when you get on it, try the thermostat first there only like 7-8 bucks, then go from there, if it was your radiator I believe it would be leaking you should check your parking spot in the morning for a leak.Might be a headgasket depending on how many miles and how bad its been beaten on its a 98 so you never now but start cheap then work your way up, mechanics want to make money, How could he know over the phone? He has to see it.

Do a pressure test on your cooling system. It will tell you if you have a leak (pressure will not hold) or if you have another issue. If you have a leak then worry about Head gaskets or other possibilities.

The stock gauge is not really a gauge. Its just a crappy indicator. The fact that it didn't move doesn't mean too much. The stock indicator reads up to about 195 degrees F and stays right in the middle unlessthe coolantreaches an extreme temperature.
It could very possibly be that the thermostat is broken, causing the coolant to overheat and relieve the pressure through the cap. The water temp might not be high enough to trigger the stock indicator to move into the "high" area, but the pressure could be sufficient to cause the release. Just a thought. The thermostat change is simple and cheap. Just do it and see what happens.
