What Type of Wing is It?

Somone in my area has this for sale "200$" what type of wing is it he says its a "1999-04 Mustang Bullet spoiler"

Actually that is a spoiler...

A wing is raised so that air flows both over and under it, and has a longer airflow path on the underside to generate negative lift.
