The more light that you keep from getting out through the lenses, the more light you need to start with at the bulb in order to maintain the same usefulness from the headlights. Consider that more of the light that does get through the lens reflects away from you in the rain, so a before/after test on a clear night (or pictures taken under those conditions) won't tell you everything you need to know.

It really is that simple.


For the "rice test" here - if the bulb has a bluish tinge to it because of its arc-discharge operation, not rice. If it's blue because it's an incandescent or halogen (i.e. filament) bulb where the blue comes from having the bulb itself colored blue, that's rice. Real vs imitation.
