Leaving aside that there's no practical reason to have fog lamps and brights on at the same time--there is a relay conveniently placed in the battery junction box (relay #1), named the Fog lamp cutoff relay (makes sense) that does the dirty deed...
This relay is energised when the brights are on or flashed, and when energised it cuts the fog lamp relay's ground circuit, via its pins 3 and 4--so all one has to do is remove that relay and jumper pins 3 and 4 to keep the fog lamps on during bright operation.
Here's what the relay socket looks like:
Pin 3 uses 1/4" spade connector, pin 4 a 3/16" spade. As all that is being switched is the fog lamp relay's coil you can use 18 ga. wire with no problems.
