For the sake of confusion, when refering to gear ratios there should be a few rules. Read almost any performance part catalog and you will see that if it means "numerically higher" it states as such. Technically it's a higher gear if it is lower numerically. "Shorter gear" doesn't refer to the height of the ring gear, rather the high numeric value of the ratio.

Confusing I know. LOL
