Main reason is because headers are a real pain to install and aren't too cheap. So if you are going to do it, you want to get something that will actually net some gains. Shorties don't net as much hp as long tubes.

Screw the headers its a big mess. Do a pypes or/ x 180$, magnaflow magnapack catback 490$, mil eliminators which will stop your computer from throwing the check engine light 60$, 02 sensor wire extension 35$ it will extend from the x-pipe to over the trans and do 410 gears depending on which shop 300-600$. And if you still decided you want cold air intake Jlt fender well and thats 230$. You will see better gains with cold air intake if you do a 75mm t-body and upper plenum 230$. www.americanmuscle.com

so here in CA, I can have Lt's with a shorty high flowing cat and pass smog? It's rediculously difficult to pass smog here in CA!

I read somewhere that Long Tube Headers are illegal in CA because they move the Cats back from the stock position but I'm not entirely sure

Edit: Actually- I'm pretty sure a car with Long Tubes will fail emissions in any state...
