That might look pretty cool. Clearcoat isn't at all necessary, but I like the idea. Just make sure you give the clear plenty of cure time.

Scuff the wheels with the gray scuff pads. They can be found at pep boys and places like that. You probably won't need sandpaper unless you have some REALLY thick spots on the wheels that need to be sanded down. Otherwise a nice scuffing will suffice. We just painted my friends stickers on his stang and they look great so far. Rock chips are going to happen on any finish, so try not to worry about that.
