Default E Brake Help

The other day I pulled up my brake and it felt like I broke it once it was about half way up it sounded like it snapped and had no tension but when I put it back down and pull it up it works fine, but it always loses tension between the first pull up. Wondering if someone can point me in the direction to why its doing that. If it needs adjustment can someone point to the a thread on how to adjust it? I'm on mobile so I don't know where to search sorry to cause an inconvenience.

There is a hooked arm that presses down on gears to allow you to pull the Ebrake. I am guessing that piece is slipping, or the gears are worn down. It's hard to explain, watch my video and you will see what I am talking about. I talk about it around 2:15.
