Exclamation Vacuum line madness

I got this 96 GT in trade, and its runs OK with a high idle at times and a little slow off the line. Looking under the hood I see one cut vacuum line (the red one) and a rigged sensor that looks like a MAP (new to Fords)?

Been all over google looking for a nice top down view of the 96 vacuum lines to no avail (everyone's are modded or too hard to see what goes where).

What is the red line and where should it go? One diagram I found made it look like maybe it needs to terminate at the passenger valve cover (or PCV).

What on earth is this taped sensor really called? Even searching ebay for a 96 Mustang MAP/BAP came up with nothing.

Any help greatly appreciated.

EGR DPFE?

Look at section 24-12 in the pdf. May be able to figure it out by wire color my manual doesn't have a clear pic at all of that part.
