Cooling issue (Fan - I think)

Being a 96, its 20 years old and most cars just flat out need the maintenance. But since it only gets warm at idle and low speeds and only kicking on one fan, I'm betting its the fan setup. You could try hard wiring the ac fan to the battery and drive it around and see if it gets hot. But again, since I don't know your fan setup, I don't know how well it works.
