Default Thin styrofoam-like piece by SJB

Anybody know what this is for? It's underneath the kickpanel above the SJB, mine was hanging loose & thought the previous owner had rigged something up to prevent water from intruding the SJB but I was looking at some other pix & it appears factory, not knowing this I ripped it off. Is this something I need or am I ok without it? Thanks for the help, sorry if this is the wrong section.
