Default Ebrake cable replacement

hey so due to recent cold weather ive noticed that my E-brake is incredibly hard to engage, and or it has a tendency to stick. I read up that this is due to faulty ebrake cables...

how hard are they to replace? or do I have to have a shop do this? will new cables fix the issue? or is it a recurring problem?

There is a TSB on that and from what I've heard from forum members that had the TSB-stated repair performed, the issue hadn't reoccurred.

The TSB relates to water entering the E-Brake cable and freezing
with the brake engaged thus keeping it engaged when it is released.
Nothing about hard operation due to 'cold weather'.

Replacement is easy peasy...
