Crate Engine Opinion

I was looking at these crate engines and was wondering what would be the best to get one of these up to about 400+ hp. Change the heads? anything else?

would be loads cheaper to buy an old 351 short block and throw on a decent h/c/i. 400 hp should be easy to achieve.
