Default Front bumper question

So I'm doing "semi-restoration" on my LX and I have to replace the front bumper and core support. Yesterday while unscrewing the nuts around the fender brackets I was only able to get I think 3 of them actually off. The rest just spun in place or snapped off.

My question is, does anybody know if new hardware will come attached with the new bumper cover? I know I need to buy the rivets but I'm worried about the bolts that have hidden heads or the flat headed ones.

From memory I think they are bonded to sort of a bracket that holds them all. Think of it as a metal bar with studs welded on. If its rotten they will just spin. Get vice grips on the back and replace with nuts and bolts when you put the new cover on.

Ok so they are reachable once the cover is removed. I still have the headlight bracket attached to the cover. I want to replace both and will probably go with the kit I saw on late model. I was only able to get the bottom 2 out and the rest did just spin so I had to get out the sawzall lol. Thanks again!
