wow, guess i was wrong, Sorry about that. i just kinda went off of all the Civics i hang out with, with cut springs and there rides are bouncy as hell, yet they get lowering Springs, with Same Shocks Stiff Ride

Generally not changing your struts (if equipped) will cause a bouncy problem (if they're not adjustable). Generally a bouncing problem is related to the strut or shock, not the spring.
