Most mechanical pumps do not need to be regulated.
Most likely the needle is off the seat from either a WAY out adjustment. I've also seen them adjusted too far down and the flats can't reach the needle assembly to bring them back up. Or it's the smallest piece of **** caught in the seat, not allowing the needle to go up.
