Default Voltage Regulator Internal or External?

On a stock 95 gt I would have an internal voltage regulator right? I'm having problems with my voltage either being super low or super high when I start the car, and it continues like that for a few minutes then settles back down to normal. I had the alternator and battery checked, and they both checked out fine, which makes me think it might be the voltage regulator? Any help/input would be great. Thanks.
