ok i know this isnt dead center. but is it acceptable? why is it so far forward. here are pictures of the rocker just sitting on the valve stem. its running on the front 1/3 of the valve stem, but it never rolls onto the bevel, just on the front 1/3 of the stem.
now here is pictures of my valve completely open, solid lifter.
is the stud itself sitting too high making the rocker too high? does it need to be remachined? i need to know!

color the tips with a sharpie and run the pattern and let us see.....if it's to far forward either the push rods are to long or being your 66 heads were once pressed in studs and now converted to screw in studs, it's possible the pedastal area wasn't machined down far enough.

its a length checker. as you can see in the first picture there is no pushrod involved. it just naturally sits on the front 1/3 of the valve stem. this is with the rocker locked down and me just holding up on the backside of the rocker arm.
my first gut feeling is what you stated mike. im going to send the pics to the machinest and call him tomorrow and see what he thinks.

Take off your guide plates and bolt the rocker back down and see if it is any better. It does look a little high. do you know what the installed height of the springs are supposed to be? Maybe the spring seat was machined down too much.

I have to agree here. if you get proper clearances with the guideplates removed, you can save yourself alot of trouble be doinf the following.
remove the guideplates
return the harland sharpe roller rockers
install comp cams pro magnum "self aligning" rocker arms
recheck pushrod length
the problem you have is the same i ran into with my old RHS heads. the stud seats are not machined far enough down.
so instead of doing the machine work, new gaskets... etc
do it my way, and save a ton of money

im not worried about the machine work. the motor hasnt ran yet, this is just a "dry fitting" check everything. so i dont need new gaskets and what not. plus the machine work would be free because the guy said "they may need to be re machined because i've never installed chevy valves on these heads before" so he said if they werent right i could bring them back. i just wasn't sure if this was the issue based on how everything was lining up. i will try the guideplate trick and see what happens when i get home. i called the guy at the machine shop and he wants to look at the pics and he said he might be able to tell me whats going on.
project resto, the specs are on a piece of paper at home. so i dont know them right off hand.

Do you know what the valve stem length is?? That right there could be part of the issue you are having. Another reason I asked about the installed height of your springs.
