Default Wipers off but won't turn off???

With the wiper in the off position they continue to operate on intermittent. Is this the switch, motor, governor or what?

I had to pull the plug to cut them off because it was a little odd that my wipers were going when I got pulled over for haulin' a>> the other day in 80 degree weather...

could be the park position for the motor. Tap on it w/ a hammer and see if they stop.
