Default fuel pressure suggestions

Whenever I purchased my adj fuel pressure reg it came with a piece of paper that said that stock fuel pressure was 43 psi. That made my car run real rich so i searched this forum and found a post that said it was 33psi. So i turned it down to that and then put my car on the emissions analyzer at school and i thought i could smell the car running rich but my teacher said by the numbers on the machine (which i dont remember them all, except my hc's were about 2900) that my car was running lean. What should the fuel pressure be set at???

Here is what i have done to my car thus far

Cobra Intake Manifold
E303 cam
MSD 6AL
MSD Blaster Coil
MSD 9mm Wires
BBK 1 5/8 headers
BBK offroad X pipe
BBK 190 LPH fuel pump
BBK Cold Air Induction
76mm MAF
70mm Throttle Body
Flowmaster 2 chamber mufflers
3.73 Gears
Steeda Upper Control Arms
Granatelli Weight Jacker Lower Control Arms

AND

I have ordered this these parts but i havent got them in the mail yet.

AFR 165cc Pedastal mount 60cc combustion chamber Cylinder heads
1.6 roller rockers
ARP Head studs
Nitto 555R Drag Radials
Electric Fan

What should my fuel pressure be at after i install these things.

So basically what I am asking is....

What should it be with my current mods and whenever I get my new parts what should it be then?

What do you think could make my HC's so high (they were between 2900 and 3000 at idle but around 300 at 2500rpm) I have new o2 sensors and everything i have used so far has been "emissions legal" I am moving to dallas in september and i need to pass the sniffer (they do the cali dyno test now).Would me taking my cats off make this huge of a difference?
