No, not every head is street legal, actually. You must get a pair that still has the factory smog plumbing within them.
If you can't even take enough time to spell out your question, how do you expect us to determine what "best" would be for your car? What do you have on it, etc.... You gave us no info.

Get some street legal AFR 165's.

Thats a pretty general question. Best for what? A grocery getter? Weekend warrior? Track car? etc etc....

Then to make it even worse, there is no "best" head. What is the "best" for you may be junk for someone else.

You didn't even give a list of supporting parts.

So, with all that accounted for, IMO the "best" heads are from Canfield.

Trick Flow, canfield, AFR, RHS, edelbrock........Ive never liked edelborcks but I have no idea why, never had bad experiance with em either.....weird.

edelbrocks are great heads, and intakes for that matter. alot..i mean ALOT cheaper than AFR. and afr is overrated compared to everything else. i dont know how they got so built up but for the higher price, theyre really not so much better than tricks or edels. if anyone disagrees, post a flow chart first, then disagree.

AFR's will give you 100HP? Are you for real?

Flow charts aren't the end all be all to picking heads. Who flowed the heads? What machine were they flowed on? etc etc...
