the only thing you need here in canada to register a vehicle is an insurance slip and the vin#, some may ask for a bill of sale, but no title.

Dude, I have had this happen to me SEVERAL TIMES here in NM.
What they make you do here is file for a LOST TITLE. You get a package from DMV, it includes detailed instructions on how to obtain a title. Here you have to do a VIN inspection (by a NM State certified Police Officer, any agency), NCIC check (to prevent/ID stolen vehicle), get a surety bond for twice the amount the vehicle is worth (always tell them you bought it for parts for like $250, the Bond would be for $500 - double the amount - and it costs you $125.), you have to write a registered letter to the last owner, you get this info from the NCIC check, and then when you get the registered leter back and have the bond in hand, it's a walk in to the DMV and away with the title.
It sounds like a **** load of work. The hard part is waiting for the letter to come back, usually a couple 3 days or so.
There are people who do the whole kit and caboodle for you for one price. Usually about $250. I know a guy here in ABQ that does them for me all day long. If you can hook up with a Cop buddy, he could do the VIN and NCIC check for you. This will save you about $100 from the $250.
This is what I do since I got a bunch of family that are APD/NMSP/BCSO. I can pay $150 for a title all day for any car.
It's worth it if the car is in good shape I think.
