well if its going to be letter by letter the best bet is to make a base line with some masking tape, that way they will at least be level if you put that tape on straight, spacing is going to be the tuff part

wait, so its a vinyl decal that goes on the outside of the windshield...with paper material on both sides of the decal? like this:
decal?

if so, go to any parts store and get a decal kit...its a little plastic squeegee, and a small spray bottle...put some water in the spray bottle once you have decided where to put the decal, and your sure you know where you want it, remove the "backing paper"...which will expose the sticky side of the decal. after you have made sure that the glass is very clean, spray the water in the bottle over the area where youre going to stick the decal. put it down, and the water on the glass will allow you to move it around a bit to get it straight. then use the squeegee to squeeze all of the water out from under the decal. then peel up a corner of the paper covering the decal, and at a 90+ degree angle, VERY slowly peel back the paper...carefully watch the decal as you pull the paper off, and if you see the decal peeling with the paper, stock, and rub that aprt of the decal again to make sure that its down good. once the paper is off, i typically will get a plain piece of paper, and put it over the dry decal and hit the paper with the squeegee again to make sure that there are no edges sticking up...if you have any air bubbles, carefully take a pin and use the very tip at a direct perpendicular angle to poke a tiny hole in the air bubble, then gently apply pressure to push the air out and push the decal to the glass where the air was...

if there is no paper, or masking tape looking material on the face of the decal, i would have to say that someone did something wrong...and if that is the case, they are going to be much more difficult to apply.

w/ the water, it should work better with a little bit of soap mixed in

it will slide around easier, they do that for model planes and RC cars
