It's something you probably have to do from within the rear drums. You have to disassemble the rear brakes completely... at least that's how it is the one time I did that to a car.

Check the springs on the calipers (Im not really sure how the brake is actuated). Somethign might be seized up. If nothing is then see if you can find the equalizer under the car. You might have ot remove the driveshaft to get access to it. Once you find it pull the cables up nug to the bar and tighten them down. If you dont use your brake a lot the cable itself might be seized. If it is then I'll have to be replaced. You might also try putting oil in the cable to help it a little.

ONe way to check you rotors is to jack the car up and turn the wheel on the opposite side while looking down (or up) on the rotor centerline. If you hava a dial caliper that will give a better measurement.
