You shouldn't see power at both wires. One is for power the other is for ground. The ignition switches the ground off and on to make a spark.

The .5 volt you're seeing means nothing really. The windings in the coil let some voltage through, but dissipate most of it. Someone else had a good test. They said to put your test light in line with the negative coil wire.
Take the alligator end of the tester, clamp it to the positive battery cable or post. ( Now the light will go on when you touch any ground on the car ) Check it and make sure.
unplug your ignition coil. (at the connector with small wires)
put the pointed end of the tester into the ground wire of the coil connector.
Have a helper turn over the motor. The test light should blink on and off rapidly
If it does ignition is good up to that point.
