Who said you have to open them on the street? That's why electric cutouts are great. You can open and close them any time you want without crawling under the car. When they are closed, they go through the regular exhaust system.

i understand that, but just having them on a street car is illegal in most states... i could get away w. it in maryland, we only have inspection once, but other states that inspect every 2 years... nope.

If it is placed before the catalytic converters, then generally illegal in states that require emissions testing. After that cats, usually not a problem but you would need to check your local state laws to be sure.

then whats the point??? ifyou put a cut out on after the cat....thats about as useless as a fat chick on a stripper pole....cut outs = straight pipes.....not catted pipes with no mufflers.....

It's like off-road pipes. You are not supposed to run them on the street, but many people do. If you installed them after the cats, they still would be bypassing the mufflers when opened which would be a lot better flowing and louder. The best performance would of course be achieved before the cats which gives you open exhaust for the best track performance.
