It may be backwards in that you do not have to get 96 or newer inspected, but older than 96 would be the problem cars you don't want smoking up the city so why not inspect them. I have not seen too many 2005 cars smoking, but I have seen alot of early 90's car leave a smoke cloud when they speed away from a light. It may also be 1986 or before and not 1996, so I would double check for yourself before you make the mistake and make your car not legal.

ANd as far as emission laws go, they usually test cars that are 10 years old and newer. Here in MI it was like that for a while, then they got rid of all emissions testing. But I never cared, I havent had cats on any of my cars in years.

I live in IL. It is actually 1995 and older. 1996 cars must still be tested! Basically, 1996 and up should all have OBD2 systems, and that is what they will be checking after 2007. If your car has passed in 06, or this year in 07 you never have to test again, if your car is 1995 or older. Non OBD2 cars were previously put on a dyno, and tested. Do to the tremendous cost of these machines ( and the amout of cars the dumbasses at the test facilities broke or damage, by incorrectly tying down to the machine) they will only be "computer" checking OBD2 cars 1996 or newer.
I have been lucky anyway, I live just 1 zipcode outside the emissions test zone anyway.

You can always register your car outside of the testing zone. I had to do that about 6 years ago. Used my cousins address. Doesn't matter now anyway for me, cause I moved out of the testing area anyway.

its any car thats obd 1 so anyting 95 and under. I live in illinois while I go to school but I have my car registered in michigan so I didnt have to worry about it anyway. but badass none the less.
