By what I've seen, the place most likely to have the cable hang up is right where it goes through the backer plate on the rears. In this spot the cable runs through a tube. Most of the time moisture gets in here, and rusts the cable and tube together. If you cant get them to break loose, you'll need new cables. To get you by until you can, if you pull off the rear wheels, you can disconnect the ebrake cable from a bar in the wheel. This will unlock them from the wheels, but then you wont have an ebrake until you can get it hooked back up, but you can still drive it.

if his e-brake is truly stuck partially on, he will not be able to remove the rear brake drums to get to the cables at all.
I would try pulling it up and letting it go down several times and see if the shock of moving it will break loose the rust that may be causing the problem. if this don' work, put the car in reverse with a little pressure on the regular brakes and back up just a little bit, then try the e-brake again. he can also go under the car and loosen the adjuster on the e-brake cables to see if this will help break them loose also. if this fails to work, jack up the rear and put it on jackstands, then remove the rear wheels. carefully tap the brake drums with a hammer using a block of wood to cushion the hammer blows. work around the circumference of the brake drums and tap on the face side only, not the outside edges as this could break the drums. after some tapping, see if you can move the brake drums forward and backward a bit, if not, continue tapping but don't go crazy with the hammer.

The guy that had my car before me said the ebrake stuck on so he cut the two cables right at the drum...im not saying to do that because now im stuck with replacing them. does anyone know what part # to use? I checked around and they all look like single cables, do I need 3 of them or whats the deal with the brake cable?

Who cares how old the thread is. It's a common problem with few good replies.
Use it and learn from it.
Brando has the best solution. Replace the cables. Lubing the cables is a dice roll. It may work, it may not, it may work for a while. New cables is garanteed results, then make sure you use the parking brake often after you install them.
