i have no idea y the bar is there. ive never seen that before
I think the previous owner put it there just because. I keep finding stuff that shouldn't be there, next thing you know I will need a whole new engine!

I figure I will just rip it off if I can, but it's welded on and it's attached to a bold on near the driver door which is almost impossible to get to.

Ok next question:

How do I get a 20 year old bolt to budge (this is for the seat)? I have sprayed it with WD-40 and that hasn't helped. I only have a rachet, I need to get a 15mm wrench from my bro, but not sure if the wrench will be any better.

I got a breaker bar from my brother this morning and some other stuff to spray on the bolt. Now I know why he complains about working on cars and doesn't want to help me - :P

T, I am planning on working on the stang tomorrow to fix my vibe issue, and I'll snap some under the dash pics if they'll help you. I'm not sure what that bar is, off-hand, unless it is one of the braces that connects the assembly to the dash/frame.

those bars look like he fabbed up some structural support for the whole assembly.
maybe **** was breakin on him from hittin the pedals too hard.

id use an impact wrench on that bolt. the breaker bar might work.

Sweet! I e-mailed you some pictures from under the dash the other day.

It is attached to the dash/frame near the driver door uner the dash.

It could be a brace because the person drove it to hard. I am starting to think this person raced it a lot, and now I am fixing what he broke.

I don't have one and can't get it to my brothers shop to use his. I will see what I can do tonight to get that seat out. Hopefully once it's out I can finish this.

Would it be wise to take out the steering column as well?
