98 explorer, when you have car in drive and sit at a light it revs itself, when you put car in park it will rev itself randomly to 3k rpms and then go down. when in drive it revs between 800 and 1500. where should i start checking. IAC, TPS and vaccum lines right?

iac and vacuum, yes. tps, no.

tps would throw a code if it was the culprit, in that system.
