Where will you attach the throttle cable?......

Since you are rebuilding it, you could simply install the block-off tabs at the lower intake/heads joint....in the middle of the head/intake, and leave the EGR spacer as is, no flow from the the exhaust will be present = nothing else required to be blocked......just a thought.
