the black valve on the booster is just a one way check valve as to allow vaccum to be stored in the booster. if you hear the noise loud inside the car most likely the diaphram is leaking and you'll need a new booster but the pedal will also be hard if the booster is defective on the other hand if the pedal is soft and goes to the floor you may have a bad master cylinder, without you giving a complete detail of all symptoms just that you hear a noise it's hard to make an accurate guess?? how does the pedal feel?? when you say the car doesn't stop well, is it because the pedal goes to the floor or is it because you have to use excessive pedal force to get the brakes to apply?? all these questions are important to ask and know answers too, to narrow down your problem!
