I would speak to whoover you are buying to kit from to discuss a spring rate. There are alot of variables when deciding a spring rate, I would leave that to the professionals to get exactally what you want. Also, a tubular suspension is definetly not necessary for a street car but it will help, improved handling, weight, etc. etc. etc. BTW, summitracing.com sells a good suspesion kit. If you look in the magazing its strange 10 way adj struts/shocks, hotchkis plates, springs, etc. Some things to look into...

k member
a arms
coil over kit
springs
c/c plates
u/l control arms
panhard bar
torque arm
subframe connectors (not really suspension but will help stiffen things up)
etc.
