you still need to check to see if you have 12 volts out there on the small wire while you hold it in the crank position did you listen????????
while holding it in the crank position with a test light held on the small wire that goes to the starter selonoid (red light blue stripe) see if there is 12 volts if not....... assuming your clutch switch is good you'll need to get under the dash and with a test light check for power coming into the ignition switch (on the right side of steering column) the wire is brown/pink if you have 12 volts there then hold the key in the crank position and test the signal wire coming out of the switch to see if it has 12 volts in the crank position (white/pink) if not then the ignition switch is bad.............. if you didn't have 12 volts coming into the switch on the brown/ pink wire there is a 20 gauge fuseible link that needs to be checked which is powered by the eec relay since the car runs the eec relay shouldn't be bad because it also supplies the coil with 12 power. now follow these instructions and you'll find the problem and don't try and short cut it because you'll end back up with not knowing what's wrong! RULE #1 DON'T ASSUME A PART IS GOOD UNTIL YOU PROPERLY TEST IT.

It looks as though the previous owner had some sort of alarm system in place cause there are wires cut and reconnected and some aren't connected under the dash near the ignition switch.
There's a Brown wire going into the ignition switch and I'm getting the same voltage that I got at the starter solenoid.
There's a Pink wire that's cut and not connected to anything
I'm getting less than 1V from the white wires connected to the Ignition switch.
There's also a Purple wire that was cut and reconnected
There's also a Purple wire that was cut from the Ignition Switch and not connected.

are you testing it with the car running or off?? because a battery only produces 12.6 volts so is your meter zero'd???

All that other wiring BS is incidental to your current problem! If you are getting current to the trigger wire and it starts jumping the terminals,the problem is (assuming the terminals are hooked up correctly- fingers crossed) the starter relay.

the brown wire is probably the feed wire to the ignition switch and the pink wire is the signal wire to the selonoid.... you need to remove the alarm system and match all the cut wires back up with the right colors take your time too..... the alarm is the pass through device to allow the car to start so remove it an match all the colors back up and it should work again ... sounds like a spaggetti mess
