If you media blast it will remove everything down to the metal. You will have to prime first without a doubt! If you have it on a rotiserie it will be gravy to spray the underneath. Adjust the spray pattern on your gun for getting into the small areas.

well duh but thats not what i was asking. a spray gun doesnt really work well in confined areas especially when you cant get the angle you wish to spray what i was wondering in those tight area do you spot prime or just spray when you can get? i just dont want rust issues down the road.
