Default No voltage at TPS

check engine light came on and code 63 came up. tps sensor or circuit.

tried to adjust the voltager and am getting ZERO. nothing between green and black.
is there supposed to be an imput voltage in the orange wire, and the tps kinda acts like a voltage regulator outputting low volts through the green?

can someone pull apart there connector, turn the key on and let'me know how much power if any is supposed to be supplied to the TPS through the orange

5v reference signal in the red wire
with the key on, you should have around 0.8-0.9 volts at the green wire. doesn't really matter, just so long as its down there and not way up high, or 0
black is ground

there's no fusible links in line anywhere, and run through no fuses. wires go straight to the computer i belive.
