Should this pice be im my quaderant (pic beware)

This is my quaderant and it having alot of problems now and im just wondering what this pice is doing there and if it should be there.

never seen that. you have an aftermarket quadrant like me and mine does not have that.

the pice circled isnt connected its just resting on the quaderant.... should i remove it?
