Couple of things, Unplug the power harness to the fan and wire it directly to the battery or + on the battery and a solid ground. If it starts up, then either the relay is bad, a fuse is blown, or the fan switch is bad.

Check your ECT sensor on the front of the lower intake,a bad one will prevent the fan from coming on. Unplug the connector the to the ECT sensorand start the engine, ifthe fan runs you found the problem.

did you burp the system correctly when you refilled the coolant? an air pocket at the sensor would prevent temp readings

how do you burp the system? i should still wire up the fan directly to the battery to make sure it works right? if it does turn when its wired up directly what needs to be replaced?

start the car up cold and take the rad cap off. let it run until its at operating temp. once it hits the temp that the thermostat opens, the rad fluid will suck down. fill it back up, and pop the cap on. done.
