Higher flow can make more power, you have to look at flow numbers at the lifts where work is done, usually from around .100-.200 lift to peak lift, more average flow across varrying lift ranges is better than higher peak with less low lift flow(a lower overall average). You also have to look at port volume, more flow with less volume means higher velocity, and velocity is just as important as flow, since the velocity of the fuel/air charge going through the port determines the momentum it has that is used to fill the cylinder.
