Default Hanging Idle. Please Help.

Done So Far:
so, i have done all of this:
https://mustangforums.com/m_1448900/tm.htm
about six times now. I have cleaned my IAC, MAF, TB, adjusted TPS, ect ect. Got new plugs, wires, cap and rotor.

The Problem:
Hanging idle, My idle when going anywhere above 1500rpm or higher and let completly off, it comes down and hangs at about 1000 (for about 4 seconds) then SLOWLY comes back down to where it should be. I have base idle set at about 700. i have tryed 800, and 650(stock).

Car runs fine until i plug the IAC back in then it has problems. I set the tps correctly and everything. I thought buying a new IAC would help, no help at all.

GOAL: Trying to get it to run right. when i let off,I want it to come back down to where it should be without hanging.

PLEASE Help if you know ANYTHING i can try to try and make it run right. Thanks.

There was an article on here sometime back on the hole size of the iac gasket.Something about making it smaller will make the rpm drop faster instead of lingering .I tried to search it but could'nt find it ,maybe someone else here will remember it. https://mustangforums.com/m_3145889/mpage_1/key_/tm.htm I think i found the link try this !!

haha silly fuel infected cars.[8D]

it seems easy enough to make on your own just a peice of sheet metal and drill a couple holes one restricted one not. i dont see why you guys are complaining about it hanging around 1000 then dropping down a little. all its doing is keeping the car from having a hard decel, its for most people that dont mod the cars and want a nice daily driver. if you get an older guy that lets off the gas and the car starts to slow down kinda fast on its own he will complain because he wants it to be nice and smooth. when its someone like us we wont say a thing because we are looking to brake faster, go faster and all that good junk. i know when i let of my gas it feels like im gunna go through the windsheild sometimes from the engine brake its not always fun
