Default New wheels... but rotors to big

I have new powerstop drilled rotors for the upcoming season. And I have new wheels to install.THe dust cap area of the rotor is 1/16 or so large for the wheel to fit. Would you shave the wheel in that area or true the dust cap area of the rotors?

are the rotors larger than the factory 11 inch or direct replacement performance ones??
